Chernov Hwang, Julie

Julie Chernov Hwang is an associate professor of political science and international relations at Goucher College and a Senior Research Fellow at the Soufan Center. She is a recipient of the Harry Frank Guggenheim Distinguished Scholar Award (2023-2024) for which she will examine the role of social networks and strong social ties in terror cell construction. Gabbay, Shaul

Dr. Shaul Gabbay completed a BA at Bar Ilan University and an MA at Tel-Aviv University. In 1991 he received a Presidential Fellowship from the U.S. to continue his studies. In 1995 he completed the PhD program at Columbia University in New York and received an invitation from the University of Chicago for a Post Doctoral program. In 1998 Dr. Gabbay returned to Israel to join the Technion-Israel Institute of Technology. Professor Gabbay joined the University of Denver as the Director of the Institute for the Study of Israel in the Middle East at the Josef Korbel School of International Studies in 2001- 2010.  He continued his research at DU as a Senior Scholar until 2015 when he was appointed Director of the Global Research Institute.

His areas of expertise include Middle East cultures and societal norms,   Middle East conflicts, and human rights issues existing in Muslim societies.  He is regularly cited and acts as a commentator in national and international media such as the Associated Press, CBS, NBC, FOX and MSNBC.

Huang, C. Julia

The Expert is until recently a Professor of Anthropology at National Tsing Hua University, Taiwan. Huang’s specialty includes religion, gender, and migration. She has done fieldwork in Taiwan, Malaysia, the United States, and shorter periods of research in Singapore, Vietnam, Japan, and China.  The Expert has published articles in the Journal of Asian Studies, Ethnology, Positions, Nova Religio, the Eastern Buddhist, and the European Journal for East Asian Studies. Muthumariappan, Mayilvaganan

Mayilvaganan, M., PhD is an Independent Analyst and Director of Center for Human Security and International Affairs (CHSIA). His research interests focus on political, strategic and security issues concerning South and Southeast Asia, Indo-Pacific region, Borderlands and the Non-Traditional Security Issues. 

Prior to this, Dr. Mayil was an Associate Professor at the National Institute of Advanced Studies (NIAS), Bengaluru, India, where he oversaw research projects on the Indo-Pacific, Borderland studies, Non-Traditional Security Challenges (such as Migration, Refugees, Climate Change, & Public Health, etc.), Human Rights & Humanitarian Issues, and World Politics in general. Rusenko, Rayna

Dr. Rusenko is an expert on the transhistorical role of public policy in producing and maintaining structural inequalities, particularly as relates to poverty and homelessness in Japan and Malaysia. In her academic research, she employs historical and ethnographic methods to investigate the development, implementation, and street-level impacts of historical and contemporary policies across multiple fields including housing, employment, welfare, policing, identification, urban planning, and property rights. She has 14 years of fieldwork experience in Japan and 5 years of fieldwork experience in Malaysia.

Smith, Dr Chris

The Expert has completed over 3,000 expert witness reports on Sri Lanka, India, Pakistan and Malaysia since 2005, primarily for the UK courts but also in Australia, New Zealand, Canada and the USA.  This has also included cases on terrorism and extradition. Oral expert evidence in all recent Sri Lankan Country Guidance cases from LP (2007) to KK & RS (2020).

Most recent one month research visit to Sri Lanka in March 2022 (Northern and Eastern Provinces).  It is usual to visit Sri Lanka and select countries in Asia each year for at least a month.  Strong emphasis on fieldwork and interviews with officials and in-country experts and focus upon risk and vulnerability on return.

Also, expertise on India, especially Tamil Nadu and Khalistan and LGBTQ issues generally.  Recent expert witness on high profile extradition cases in Hong Kong, London and New York.  Research visits to India, Pakistan and Malaysia are planned for 2023.
