The Financial Times (FT) reports that April's allocation of visas for non-European Union workers has been "dramatically undersubscribed".
According to the FT, just 1,028 certificates were granted for overseas workers out of a possible allocation of 4,200.
The unused certificates will be carried forward but the FT says that the low number of visas is "a sign of the confusion among businesses over the government's new immigration system."
